What Is a Level 2 Electrician? Everything Sydney Homeowners and Builders Need to Know

If you have searched for an electrician to connect a new home, disconnect power for a renovation, or convert your overhead lines to underground, you have probably run into the term Level 2 electrician — and quickly found that not every electrician can do the job. This guide explains exactly what a Level 2 electrician is, what they are legally allowed to do, when you need one, and how to make sure the person you hire is properly authorised.

What a Level 2 electrician actually is

A Level 2 electrician is an Authorised Service Provider (ASP) — an electrician who holds a standard electrical licence plus an additional accreditation that allows them to work on the network side of your electricity supply. The network side is the part of the system that sits between the electricity distributor's network in the street and your meter: the service line, the point of attachment, the consumer mains and the metering position.

That boundary is the key. A standard electrician can do everything on the house side of your meter — power points, lighting, circuits, switchboards, appliances. But the moment a job involves connecting, disconnecting, upgrading or repairing the supply that brings power into the property, it becomes Level 2 ASP work. No amount of general electrical experience changes that; the authorisation is separate and specific.

Level 1 vs Level 2: the difference in plain terms

People often describe a standard electrician as "Level 1" and an ASP as "Level 2". The simplest way to think about it:

  • Standard (Level 1) electrician — licensed to work on the electrical installation inside your property.
  • Level 2 ASP electrician — holds that same licence and is authorised to work on the network connection outside it.

Who grants the authorisation?

ASP accreditation operates under the NSW Accredited Service Provider scheme, and the network distributors recognise ASPs to carry out work on their networks to their standards. In Sydney there are two distributors:

  • Ausgrid — covers the CBD, Eastern Suburbs, Inner West, North Shore, Northern Beaches, and St George/Sutherland areas.
  • Endeavour Energy — covers Greater Western and South-West Sydney, the Hills, Blue Mountains and Illawarra.

What a standard electrician cannot do

Because the network side carries the full force of the grid and is the distributor's responsibility up to a defined point, only an ASP can legally:

If a non-ASP does any of this work, the distributor will not energise it, and it generally has to be inspected and redone by a properly authorised ASP — at extra cost and delay.

When you might need a Level 2 ASP without realising it

Plenty of everyday projects cross quietly into Level 2 territory:

  • Buying a property with an old overhead service that needs upgrading or converting underground.
  • Renovating in a way that requires the power to be disconnected and later reconnected.
  • Adding solar or a battery, where the grid connection and metering must be reconfigured.
  • Upgrading to three phase for ducted air conditioning, a pool, a workshop or an EV charger.
  • Relocating a meter box during an extension, which usually means re-routing the consumer mains.

If any of these are on your list, it is worth a quick call to a Level 2 ASP before booking your other trades, so the network side is planned early.

How to verify a Level 2 ASP

Hiring the right person is straightforward if you ask for the right things:

  1. ASP number — every legitimate Level 2 electrician has one.
  2. Electrical contractor licence number — confirms they are a licensed electrical contractor.
  3. Authorisation for your distributor — Ausgrid or Endeavour Energy, matching your suburb.
  4. Public liability insurance — typically $20 million for Sydney trade work.
  5. A written quote and a willingness to manage the distributor application for you.

A genuine ASP will provide all of this without hesitation. If someone offers to do connection or disconnection work but cannot produce an ASP number, that is a red flag — walk away.

Why it matters for builders and developers

For builders and developers, the stakes are higher because the connection work sits on the critical path. Subdivisions, multi-dwelling developments and commercial premises all need network connection design, distributor applications and (usually) underground reticulation — all of it ASP work. Engaging a Level 2 ASP early, who can manage both the temporary builders supply and the permanent connection, keeps the program moving. The bottom line

A Level 2 electrician is the only person legally allowed to work where the grid meets your property. If your job involves connecting, disconnecting, upgrading or repairing the supply itself — or installing solar, relocating a meter, or developing land — you need a Level 2 ASP authorised for your distributor.
