What is a Level 2 electrician? A plain-English guide

Everything Sydney homeowners and builders need to know about Level 2 ASP electricians — what they’re authorised to do, when you need one, and how to check they’re legitimate.

What is a Level 2 electrician?

A Level 2 electrician is an Authorised Service Provider (ASP) accredited to carry out work on the network side of the electricity supply — the part of the system between the distributor's network and your meter. That includes connecting and disconnecting properties, installing and repairing the consumer mains and the point of attachment, upgrading your supply, and metering work. In short, a Level 2 ASP is the only person legally allowed to touch the wires where the grid meets your home.

This is different from the electrical work most people picture. Wiring a power point, installing a light, or fixing a circuit inside your home is the domain of a standard electrician. The moment the job involves the service that brings power into the property from the street, it becomes Level 2 ASP work — and that distinction is set by the network distributors and NSW regulations, not by the electrician.

Level 1 vs Level 2: what’s the difference?

People often talk about “Level 1” and “Level 2” electricians. A standard licensed electrician (often called Level 1 in this context) is qualified to work on the electrical installation inside your property — the switchboard's outgoing circuits, wiring, outlets, lighting and appliances. A Level 2 ASP holds that same electrical licence plus the additional authorisation to work on the network connection: the service line, the consumer mains, the point of attachment, and the metering position.

Think of it as a boundary at your meter. Everything on the house side is general electrical work. Everything on the network side — connecting, disconnecting, upgrading or repairing the supply itself — requires a Level 2 ASP. A standard electrician simply isn't authorised across that boundary, no matter how experienced they are.

What does “ASP” mean, and who grants it?

ASP stands for Accredited (or Authorised) Service Provider. It is an accreditation under the NSW Accredited Service Provider scheme, and the network distributors recognise ASPs to carry out “contestable” network work to their standards. In Sydney there are two distributors — Ausgrid and Endeavour Energy — and an ASP must be authorised for the distributor that covers your property's area. Different levels of ASP accreditation cover different types of network work. The “Level 2” accreditation specifically covers the service and metering work that residential and commercial customers need — connections, disconnections, consumer mains, overhead and underground services, and metering. Why can’t a standard electrician do this work?

It comes down to authorisation and safety. The network side of your supply carries the full force of the grid and is the distributor's responsibility up to a defined point. Working on it requires specific accreditation, equipment and adherence to the distributor's technical standards. If a non-ASP carries out connection, disconnection or service work, the distributor will not energise it — and any work already done has to be inspected and very often redone by a properly authorised ASP, at additional cost.

Beyond the legal issue, there's a genuine safety dimension. Unauthorised work on live service equipment is dangerous and can leave a property non-compliant, which can affect insurance and the sale of the home. What work requires a Level 2 ASP in NSW?

How do you verify a Level 2 ASP’s authorisation?

Always ask for two things: the electrician's ASP number and their electrical contractor licence number. Then confirm they are authorised for your distributor — Ausgrid or Endeavour Energy depending on your suburb (our service areas guide shows which is which). A legitimate ASP will provide these without hesitation, and the numbers can be checked against the relevant registers. If someone offers to do connection or disconnection work but can't produce an ASP number, walk away.

What to look for when hiring a Level 2 electrician

  • A current ASP number and electrical contractor licence.

  • Adequate public liability insurance — typically $20 million for Sydney trade work.
  • A clear, written quote rather than a vague verbal estimate.
